A mixture of heavy asphalt cut with diesel to produce a blend suitable for mixing with soil to make a coal lay.  The Texas Department of Transportation lists the typical uses of this material for surface treatment in cool weather and as a patching mix under Table 18, paragraph 300.4. page 214 in the 2004 State Handbook.
